Dr. Stephanie Low

Chief Executive Officer
& Chief Medical Officer

Dr. Stephanie Low is a family medicine physician by training and now serves as CHSI's Chief Executive Officer and Chief Medical Officer. As CEO, Dr. Low is responsible for management of all organizational operations in service of the goals outlined by CHSI's board of directors. As CMO, Dr. Low oversees the medical staff and manages CHSI's clinical operations. Dr. Low hails from Chicago, where she completed her medical degree at Loyola University. She completed her residency at West Suburban Medical Center before joining CHSI in our Rochester clinic. She lives with her husband Chris and their two children.

Dr. Low has a passion for health equity, and she is committed to diversity and inclusion initiatives at CHSI.

Lucia Sanchez

Intervention Director
Victim Advocacy Program

Lucia Sanchez joined CHSI in May of 2000 as a Bilingual Intervention Advocate, providing crisis assistance to survivors of domestic and sexual violence in our community. Since 2022, she has served as the Intervention Director of our Victim Advocacy Program. Lucia is a member of the Minnesota Coalition Against Sexual Assault and Violence Free Minnesota. She is also an ordained minister who has volunteered as an interim pastor and Sunday School teacher at her local church in Moorhead. She spends her free time with her children and grandchildren, and she is passionate about thrifting and flea markets!

Lucia enjoys working with a passionate and dedicated team working to provide quality care, promote safety, and eliminate violence in our communities.

Asim Khan

Chief Financial Officer

Asim Khan joined CHSI in 2021 and now serves as Chief Financial Officer for the organization, working primarily in grant management, strategic planning, budgeting, and revenue cycle management. In the past, Asim has worked in a variety of business capacities for the Steward Healthcare System, Honeywell, and Allstate Insurance. He holds an M.S. in accounting and is currently pursuing an M.B.A. from the University of Wisconsin.

Asim views CHSI's staff diversity as one of the organization's major strengths, and he's proud of his work helping to provide affordable, quality care in his community — especially to our underserved populations.

La Tonya Clark

Executive Assistant
& Compliance Officer

La Tonya Clark is CHSI's Administrative Assistant and Compliance Officer. She earned an A.A.S. in medical office administration from Brown College in Brooklyn Center, Minnesota, and also completed the nursing assistant program at Minneapolis Community College. Her years as a healthcare administrator and union leader provide valuable perspective to CHSI's operations and equity initiatives. In her free time, La Tonya enjoys traveling, shopping, and spending time with her friends and family.

Aimee Bellingar is a Registered Nurse and CHSI's Clinical Quality Improvement Manager. Aimee earned a B.S. in elementary education from Columbia International University and her A.D.N. from Rochester Community and Technical College. She's currently pursuing a master's degree in transcultural nursing from Augsburg University. Aimee has performed in a variety of roles at CHSI since she joined the organization in 2010 and now leads many of our efforts toward clinical excellence. Aimee enjoys climbing, reading, and spending time with her four children and her dog. She's also becoming a plant mom.

Avantika Singh is CHSI's Accountant. She earned her B.S. in international studies from Minnesota State University Moorhead in 2013 and worked in the hospitality industry for more than 10 years before joining Community Health Service Inc. As part of the financial team, Avantika works to maintain CHSI's fiscal health across all five of our sites. In her free time, Avantika enjoys art, music, reading, swimming, and spending time with her family.

Azeez

Dr. Azeez Oseni

Grants & Development Manager

Dr. Azeez Oseni is CHSI's Grants and Development Manager. Dr. Oseni is trained as a physician and holds an M.D. from the University of Ilorin Nigeria and an M.P.H. from the University of Liverpool. He brings a wealth of experience in international development and project management from his years working with Save the Children, CARE International, and Catholic Relief Services. Dr. Oseni is a Fellow of the Royal Society of Public Health and a member of several professional organizations, including the World Public Health Nutrition Association and the Nutrition Society of Nigeria. Dr. Oseni lives in Maryland with his family and enjoys producing and performing music.

Dr. Oseni is committed to strengthening CHSI and building its revenue streams and partnerships. He's proud of the transformative impact CHSI makes in our communities.

Claudia Becerra is the Site Manager at CHSI's Willmar clinic. She brings more than 17 years of management and 24 years of customer service experience to our operations, and she also maintains several insurance licenses from her former professional career. In her free time, Claudia enjoys cooking, catering, and preparing income tax returns. She lives in Willmar with her husband of 25 years, and they have two daughters.

Davin Wait is CHSI's Communications Specialist. He earned a B.A. in English and History from North Dakota State University. Before joining CHSI, Davin worked in public education, history, and media with NDSU, the Historical and Cultural Society of Clay County, and Prairie Public Broadcasting. During that time, he wrote and produced newspaper and journal articles, short documentaries, podcasts, museum exhibitions, and classroom materials on regional history and culture. He and his girlfriend live in Moorhead, where they're renovating an 80-year-old house. He enjoys building furniture, playing music, cooking, and reading history.

Jennifer Holtz is the Site Manager at CHSI's Moorhead clinic. Jennifer earned a B.A. in psychology from the University of North Dakota and an M.S. in public human service and health administration from Minnesota State University Moorhead. She has worked over 20 years in mental health care and has found that her greatest passions are in connecting people to the information and resources they need. In her free time, Jennifer enjoys dancing, sports, and spending time outside with her dog Maggie. She also serves on the City of Fargo's Planning Commission.

Leoconstance Sannor is the Human Resources Manager at CHSI. She drives the organization's talent acquisition and HR operations, and she helps foster a positive workplace culture. Leo earned her B.S. in human resources management from Metropolitan State University and an M.H.A. from Walden University. In her free time, she enjoys cooking and spending time with her family.

Mark Klampe is the Site Manager at CHSI's Rochester clinic. He earned a bachelor's degree in sociology and criminal justice from the University of Wisconsin - Madison and brings a wealth of management experience to our operations. Mark and his wife Jasmine have started three businesses in Rochester, including a promotional products shop, a restaurant, and a comedy club. Mark enjoys road trips, movies, and spending time with his wife and two children.

She has worked as a nurse practitioner for 10 years, including six years at a diabetes center, and she is board certified as an adult/gerontological NP and a diabetes care and education specialist. Prior to entering the healthcare field, Mary graduated from St. Cloud Technical College with an associate degree in credit and finance and worked for a variety of financial and social service institutions, including the Social Security Administration, Goodwill, the Olmsted County Child Support Division, and Liberty Tax. Since joining CHSI, Mary earned her certifications as a MNsure Navigator and Community Health Worker. Mary lives in Eyota with her partner of 44 years, and she enjoys camping, hiking, history, and spending time with her family and friends.

She recently started the MA apprenticeship program and will soon complete her certification. Olga has two sons and lives in the Rochester area. Gracia Do is the Behavioral Health Supervisor and a Licensed Professional Clinical Counselor at CHSI. She earned her bachelor's degree from Minnesota State University and her M.S. from St. Mary's University. Gracia brings almost a decade of experience providing therapy to individuals of all ages, and she is trained in eye movement desensitization and reprocessing (EMDR) therapy, trauma-focused cognitive behavioral therapy, and dialectical behavioral therapy. Her expertise includes the treatment of post-traumatic stress, depression, anxiety, panic attacks, and relationship conflicts. Gracia enjoys travel, interior design, working out, and spending time with family and friends.

Julia Pels is a Behavioral Health Intern providing care in our Moorhead clinic. Julia holds a B.A. in cultural studies from Columbia College in Chicago, and she is currently pursuing an M.A. in clinical counseling from Liberty University. She anticipates graduation in December 2024 and licensure as an associate clinical counselor by January 2025. Julia's practice is grounded in existentialist therapy, dialectical behavioral therapy, and spirituality. She is a member of the American Counseling Association and certified in non-violent crisis intervention and SYMBIS. In her free time, Julia enjoys hiking, meditation, and forensic psychology documentaries.

Dr. Philip Sallberg serves as the lead dentist and dental director at Community Health Service Inc. He graduated with his D.D.S. from the University of Minnesota and spent almost 40 years in private practice in Ada and Roseau, Minnesota. While practicing in Ada, he also worked with Migrant Health Service Inc (CHSI's predecessor) to provide evening dental service. He now provides comprehensive dental care for CHSI's patients. Dr. Sallberg lives with his wife in the Fargo area and spends his time with their children and grandchildren — or playing pickleball!

Dr. Sallberg's favorite part about working at CHSI is helping people and practicing dentistry. He loves being a dentist!

Jill Lemke is a Licensed/Registered Dental Assistant and CHSI's Dental Manager. She graduated from MSCTC with an associate degree in Dental Assistance in 2009, and she has worked in general dentistry in the years since in private practice, public health, orthodontics, and oral surgery. Jill is licensed in Minnesota and North Dakota. She enjoys working out, playing guitar, and spending time with her family, friends, and three dogs.

Jill's favorite part about working at CHSI is getting to know her patients and working with her amazing team!

Casey Sabo is a Dental Hygienist who provides care in our Moorhead clinic. She studied dental hygiene at Rochester Community and Technical College and she is licensed as a dental hygienist in both Minnesota and North Dakota. Casey lives in Fargo and enjoys golfing and going to the lake in her free time.

Lucia Sanchez is the Victim Advocacy Program Director at CHSI. She joined the organization in May of 2000 as a Bilingual Intervention Advocate, providing crisis assistance to survivors of domestic and sexual violence in our community. Lucia is a member of the Minnesota Coalition Against Sexual Assault and Violence Free Minnesota. She is also an ordained minister who has volunteered as an interim pastor and Sunday School teacher at her local church in Moorhead. She spends her free time with her children and grandchildren, and she is passionate about thrifting and flea markets!

Lucia enjoys working with a passionate and dedicated team working to provide quality care, promote safety, and eliminate violence in our communities.

Anna Corona is the Intervention Supervisor at CHSI's Crookston office. She brings years of experience as a bilingual advocate to the Victim Advocacy Program, and previously worked with Polk County Public Health. She earned an associate degree in business management from Palo Alto College in San Antonio. Anna lives in Crookston with her husband of 38 years and their son. She enjoys cooking, hiking, traveling, camping, and spending time with her grandchildren.

Cynthia Silva is a Bilingual Intervention Advocate in CHSI's Moorhead office. She joined the Victim Advocacy Program here in 2016. Cynthia studied office administration at Minnesota State University Moorhead and worked as a supervisor for many years at KFC. She enjoys movies, her sister's cooking, and spending time with her family, including her daughter and two grandchildren.

Virginia Baker

Intervention Advocate

Virginia Baker is an Intervention Advocate based in CHSI's Moorhead office. Virginia grew up on the White Earth Reservation in western Minnesota and moved to Moorhead in 2023. As an advocate in CHSI's Victim Advocacy Program, she helps victims of domestic and sexual violence access counseling, safe and secure housing, and other legal and community resources. In her free time, Virginia enjoys tending to her vast plant collection and hiking in state parks.

Virginia enjoys her work at CHSI because she is able to help community members every day.
